Risk-based Quality Assurance

Risk-based Quality Assurance (QA) a vision, perspective and principle that the Quality Council of Trades and Occupations (QCTO) subscribes to.  That is a picture the QCTO perceives and even mainstream throughout its mandated OQSF training and learning processes.  Even in the everyday tasks of its assigned QPs and Stakeholders.

Risk-based QA happens before the event while monitoring and evaluation happen during and after the event. So Risk-based QA at implementation is as follows:

1. Preventative measures
   • In this regard, QA is about mainstreaming a Risk-based QA systems documented and communicable standards in form of policies, FAQ platforms, workshops etc. The latter outlined for every QCTO domain including domain responsibilities of every QPs and Stakeholders.
2. Continuous development
   • Speaks of mainstreaming a culture at an institution and task level. Aiming at observing and striving for excellence at product manufacturing and product-service delivery to a customer.
   • Every QP and Stakeholder is encouraged to self-review prior engagement with the QCTO on a specific QA intervention. A self-review that is continuous and even equipping a QP and Stakeholder with readiness to deliver at the next level of responsibility or season of existence.
3. Remediation
   • QA is not about a QP or Stakeholder being caught off-guard. Rather is more of striving for excellence.  Where a mark is missed then remediate within defined timeline.  Importantly, remediate in line within one’s capacity to enable delivery at next point or level of responsibility.
   • The above does not exclude punitive measures.  These measures apply when different remedials are extensively explored.
4. Implementation of QA Interventions
   • Risk-based QA provides different QA interventions by which to guide QPs and Stakeholders to implement and achieve QCTO’s QA objectives.
   • Processes and Marking Sessions QA Interventions is what apply to QPs whereby periodic meetings are held, reports are submitted and performance outcomes’ dependences are continually examined. 
   • While Programme Implementation, Assessment Readiness and Assessment (Proctoring) QA Interventions apply to all QCTO accredited SDPs and ACs.  Again at this instances scheduled or not meetings are held and periodic reporting too are expected.
