Purpose of Quality Assurance

The purpose Quality Council of Trades and Occupations (QCTO)’s Quality Assurance (QA) policy is to

• The policy set out responsibilities for all Quality Partners (QPs) and Stakeholders of the Occupational Qualifications Sub-Framework (OQSF). Whereby a QA Framework is developed by which QPs and Stakeholders carry out QA in their responsible domain areas.

The QPs speak of Qualifications and Assessments Quality Partners while Stakeholders are all QCTO accredited Skills Development Providers (SDPs) and Assessment Centres (ACs) including Workplace Providers for Work-based learning.

The Way Forward …

The QA policy Objective is to avoid mistakes and defects at product manufacturing and at product-service delivery to a customer. This objective gives a way-forward to all QPs and Stakeholders on what QA is to achieve in their responsible domain areas.

How do QPs and Stakeholders contribute towards achieving QA policy objective throughout the QCTO teaching and learning processes? The QA policy is of risk-based perspective and prescribes different QA Interventions such as

• Processes QA
• Marking Session QA
• Institutional QA
• Programme Implementation QA
• Assessment Readiness QA
• Assessment (Proctoring) QA

What is Common of these QA Interventions?

• Whatever applicable QA Interventions, it is always before the event then Monitoring and Evaluation (M&E) follows;
• There will be scheduled visits/ meetings;
• Documented Reporting and  Report will be periodically expected
• Reporting is primarily on quality standards validation; and
• Sharing information on resources/ behaviors and their effect toward realising expected outcomes.

The Take Away …

• QCTO QA policy, a Policy statement with identified roles and responsibilities. A documented framework that outlines implementable interventions in timelines of quarter to months; and 
• A policy out of a risk-based perspective.
