The NQF
South African’s National Qualification Framework (NQF) simply an instrument by which education and training qualifications are recognized and quality assured.
Secondly, according to the NQF Act No. 67 of 2008, the legislation’s objectives provide for the development, organisation and governance of the NQF.
NQF is ten education and training qualification levels made out of three qualification sub-frameworks.
Credit Accumulation and Transfer (CAT):
- SAQA’s National Policy for CAT with the NQF of 2014 and amended Apr. 2021 describes
- CAT an arrangement of diverse features of credit accumulation and credit transfer. CAT is further located in learning and articulation pathway. That is progression pathways to facilitate learner’s lifelong learning and workplace mobility.
WHY
- Updated Sept. 2017 NQFPedia description of Credit Transfer – is the vertical, horizontal even diagonal relocation of credits towards NQF’s full or part qualification of the same or different levels, qualification, departments and institution.
- Articulation “a progression pathway as well executed horizontal, vertical, and diagonal within and across qualifications and professional designations of different qualification sub-frameworks.” Out of NQFPedia Update Sept. 2017
In Conclusion
In essence Credit transfer and articulation one of progression pathways NQF mainstreamed. That is employed to realise education and training access, redress, portability, and enabled individual’s lifelong learning.
Progress to date especially in the democratic dispensation is at snail pace than originally intended. Efforts to fast-track the latter is work in progress
